(This idea is very illogical. According to 1981 census pakistans population growth rate was 3.1%, which according to latest estimates stands no more than 1.9%, but have these social menaces decreased or increased? Population has nothing to do with controlling problems. Governments, to hide their faults and failures, hold increasing population responsible for poverty, and run campaigns to treat the "symptoms" rather than treating and eliminating the "agent" that is etiology. "Increasing population is responsible for problems of lack of food, and hunger", this theory was put forward by Malthus. This theory has been totally proved wrong. Moreover, if government has to control the social evils, it should provide quality education. This will wipe all problems out of society. Interestingly, level of education is inversely proportional to fertility of women that means this will also decrease population growth rate. Moreover, if govt wants to control the population, it should take measures to increase the age of women at marriage, provide health education, promote child spacing and contraceptive prevalence, genetic counciling and breastfeeding. Moreover, idea of tax will ignite poor and religious circles creating more problems. So my idea is attack the ETIOLOGY, not SYMPTOMS)
Tax on Children!
Federal minister for population welfare Dr Firdous Awan said that tax may be imposed on excess children to control population growth to curb the menace of poverty, hunger, unemployment, illiteracy, robbery and other social problems.
